but do you think it will make it easier to get a "No objection statement" to apply for a waiver (I am a Fulbright scholar)?

If someone is a J1 visa holder and is subject to the 2 year home residency requirement,
then can this requirement be waived if that person later (after finishing the program and exiting the US) renounces his/her citizenship (to which the requirement is tied) and gets a new citizenship?
