I really don't think they would require birth certificate of the petitioner..even if they do, I think you can just email over a scanned copy. For the the I-864, it is not required for k1 visa. What you actually need to fill out is I-134 which is very similar to I-864 but embassy is much forgiving with this one. You would be required to fill out I-864 at later stage while adjusting the status within USA.
