I tried the same tactic with my husband and the job offer in Dec 2019 for expedite at NVC stage. It was denied, saying they couldn't handle the case work load at this time.

Not true at all. My husband is a UK citizen and lives in Ireland (republic). He has an interview in dublin per NVC. So....not sure where you got your information from, but it's not accurate. 

We are Dublin embassy at the NVC stage for CR1. We requested for expedite to Dublin and it was denied because they dont have the amt of people for the case load. It was not sent to London (and hes a UK citizen living in Ireland). They are not excepting ANY expedites unfortunately.
