I just saw online status on 10 october case status become ready before it was refused. What this mean ??

i email thru online inquire to embassy and no reply if they accepted on not. they keep passport. online visa status still show refuse and no update since interview July 16th 

i upload online on CEAC and its showing submitting since 4 week.

please review this 

IS there any difference for online IRS Transcript download and IRS CERTIFIED  by mail? 

My sister received white 221g slip with a tick mark on IRS certified federal income tax return for joint sponsor and counselor  keep my sister's passport. my brother is a joint sponsor and he get IRS transcript online and upload on CEAC. now after 4 week no reply and still submitting status on CEAC. I email embassy but no reply yet.  Does anyone have same experience ? did embassy accept IRS online transcript ? or joint sponsor need to call IRS to get certified?? how to get certified?

My f4 cc is 25 march but no interview letter does anyone have idea for Islamabad interview  schedule before pd october 2005. Pd current. 

my sister received case complete on march 28 does anyone know how long until we get the interview date? This is for Islamabad.
