The visa journey step-by-step guide says to use a certified copy of a certificate of marriage... Maybe they just say that to be safe?

Hello all!
In the Step-by-Step Guide on How to File an I-130 for a Spouse Inside the US both the I-130 and the I-485 have a certified marriage certificate requirement. If I am submitting them all together do I still need to include two certificates or is one enough?
I'm a little confused if I'm submitting one package that contains several forms or if each set of forms is considered it's own package.

My MIL is co-sponsoring me. Sweet lady but it takes her FOREVER to get things to us. After close to a year of asking she finally gave use her 2017 tax return but messed up on the paperwork and forgot to sign. I'm kinda stressing because I heard to use last years return you have to file before April 1st and if I ask her for her 2018 one I think it might take another year!
Is the cut off April 1st or April 30th?
