what does that mean?

Hope everyone is doing great,

My visa interview for IR-1/CR-! took place at Islamabad embassy on 7th January 2019. My wife is petitioner for the case (U.S. Citizen). After all formalities at the embassy I had my interview with CO. He was young nice guy. He asked me couple of questions hardly took 5 minutes interview. He approved my visa and congratulated me and handed over me green paper to register for courier services to pick passport. The passport should arrive 2-3 weeks that what CO told me. 

So its been 40 days now, I have been calling embassy about my passport status, all they say is your case is in processing. I cant even track it on online portal and on Ceac. Does anybody else faced this same issue? kindly guide me through or anyone facing same issue??
