  1. Well everyone, just to update you all on the outcome of the package delivery. Fedex insisted that they have delivered my package to the 'right' address. Its 1005 Convention Plaza St. Louis 63101. This is all despite me telling them I wanted to reroute the package. They said this is where all mails to NVC will go to. I am still calling them to retrieve my package. Don't know how this will turn out.

  2. Ok, I understand the mess now. I will first try to calm down and wait patiently for Fedex to get back to me. If they are still not able to mail it, I think I will request for them to send it to my mother-in-law(ie if they can do this) in the US and ask her to mail it with USPS. The last option is for them to mail it back here to me and for me to send it again to the US. Sigh.. This is definitely setting me back a week or two. Lesson to be learned. Wished all this could be done with a credit card.

  3. I spoke with NVC. The operator said she has never come across this problem before and insisted that the address I used was correct. Told me to speak with Fedex or wait for the parcel to be returned to me. Argh..

    The fedex tracking gal said that she'l contact the fedex in the US when the office opens in the morning and get them to call NVC(she wanted the NVC number so i gave her the NVC operator assistance number) I doubt it will work. Heard from her that they may be/might already have sent the parcel to another address, 1005 Convention Centre, St louis MO. I screamed when I heard this! This is crazy.

    So.. I guess the lesson to learn here is to use the envelope given when mailing stuff? (even when mailing important documents???) I am worried.

  4. Hello everyone

    My IV bill is with Fedex in Saint Louis as we speak. Fedex isnt able to deliver my money order(USD$380) package and their reason is that they can't deliver to PO box address. Could have told us when they took our mail but sigh.. Anyhow, I would like to furnish Fedex with an address.

    The address I used was given in the package, ie:

    NVC

    Saint Louis PO Box 790136

    Zip code: 63179-0136

    USA

    Is this correct?

  5. Hi there

    I am wondering if the DS 230 package would contain a checklist/requirement list that would say it requires police certs? I am asking this as my local policeman insisted that I have to produce a letter from NVC to prove that I needed the police cert. I thought I could get all the documents sorted out and ready to send when the DS 230 package arrives but well, it now seems like I can't. Anyone with similar experience?

    I guess petitioners living in Japan, like petitioners in Singapore cant proceed with DCF as yet. Like the Seoul USCIS office, Bangkok USCIS isnt accepting the I-130 forms from US citizens living outside Thailand. Our option as of now is to send the forms to the US. However, I have been told several times that they expect DCF to return. When? They do not know. They said it could be a max 6 mths wait and they did suggest that I wait a little if I am in no hurry to get this process done.

  7. You are right. I called the USCIS Bangkok office yesterday. They are totally unaware of the new announcement. I even had to explain to them how to access this new announcement on the USCIS homepage. An after do so(25mins overseas calling time), they turned me down saying they did not receive any instructions on filing overseas petitions. They are only processing petitions from US citizens residing in Thailand.

  8. I got an email reply from the Bangkok USCIS today.

    "The U.S. Embassy(s) and U.S. Consulates have not been given guidance on how to accept new I-130 filings by the Department of State. Until they receive that guidance, they cannot accept new I-130(s). The hope to receive that guidance soon. You will have to wait until the Department of State makes a decision on I-130 filings."

    This seems to me that the embassy will soon accept the I-130 petitions. They are waiting for the go ahead on this and also the new procedures in the processing. This could be next week or in 6 months time.

    Well, I'll have to decide if I should just go ahead and send my petition to the USCIS offices in the US(which could take many 7-12mths) or to wait for the consular processing(should be much faster) at the embassy. I read from other threads that some consulars have started with the processing. Maybe it'll start soon here too.

    There seem to be no one who could give me an answer to where I could file the I-130. I have been to the US embassy (my husband and I are currently living in Singapore) and have spoken to the Bangkok USCIS office about this. However, they all said that I cannot file with them and must wait for the announcement of the new policy in the I-130 filing. Well, I have been patient and have been checking the USCIS website and US embassy website for updates for one month now but there hasn't been anything positive.

    Anyone able to advice me on this?
