Hi - my wife just got her immigrant visa. At POE, does she need to fill out i94?

Hi - have a few questions for the port of entry for my wife. (just got our f2a visa and we already paid the GC fee)
1. Would she need to fill out the i94 form? I think its for nonimmigrants but unsure
2. Generally f2a visa take more than 2 years, but should my wife explicitly tell officer that its been > 2 years? (so that USCIS doesn't issue a conditional GC)

Hi - my spouse just got her immigrant visa. On the customs form at POE:
1. Would she fill in the resident or visitor for question 15? I only ask because form what Ive read my spouse won't be considered a "resident" until she clears immigration for the first time and obviously she isn't a visitor
2. I have heard conflicting information but is jewelry dutiable? the following makes it sound like so: https://www.cbp.gov/travel/international-visitors/kbyg/customs-duty-info
Household Effects & Personal Effects - Customs Duty Guidance
Household effects conditionally included are duty-free. These include such items as furniture, carpets, paintings, tableware, stereos, linens, and similar household furnishings; tools of the trade, professional books, implements, and instruments.
You may import household effects you acquired abroad duty-free if:
For Customs purposes, clothing, jewelry, photography equipment, portable radios, and vehicles are considered personal effects and cannot be brought in duty-free as household effects. However, duty is usually waived on personal effects more than one year of age. All vehicles are dutiable.
3. If there are items that we would bring later ourselves (my wife will visit her home country in a few months), do we need to give CBP a list?
