HI! 

Currently I am waiting permanent green card. I filed I751 in 2016 and I have been waiting almost for 22 months.

Since I have been waiting so long I would like to apply for the N400. However, I don't have a temporary green card because I gave it back to the infopass representative when I got the stamp on my passport and I didn't take picture of it.

So I am wondering will I get green card after I submit the n400 before the citizen interview? 

I live in Missouri now do I send an application to St.louis or Kansas city thru online?

I applied I-751 November 2016 and it transferred to the local office on March 5th 2018.

I have waited about 21months but still haven't heard ANYTHING! No RFE, NO interview no nothing.. It makes me very frustrated and worried about it.

I submitted an outside processing time inquiry but all they sent was sorry for waiting and they didn't write about why it takes so long. I have been calling to USCIS and went to infopass but all they said was just wait.

I am so worried that they have lost my documents?? If they did lose them what should I do and how can I find out?

I heard that I can apply for the N400 but i don't have the temporary green card because I handed it out to obtain the stamp on my passport. On the N400 checklist I need the copy of front and back side of green card but since I don't have that i am not sure if it is a good idea to apply.

So I feel I am lost now. I don't know what to do. Any suggestion is welcome. Please share with me if you have similar situation.
