I am trying to get my mother over here via a family sponsored immigrant visa. As part of the DS-260 process, she needs to provide a police certificate for all places she has lived, which is where it gets complicated because one of those places is Karabakh, which at the time was Azerbaijan. She lived in Karabakh until she was 30 and then moved to Moldova (all during the USSR). Does she need to provide a police certificate from Karabakh and if so, Azerbaijan won't provide it because she is Armenian. Any suggestions?
