What is the code number on your biometrics appointment letter ? You probably have Code 5, which is photograph, four fingers of right hand excluding thumb, and signature. That's what I had too. The code dictates what they do.

Yes, standard for N-400. USCIS has various codes (1 being the most stringent from memory) and naturalization is fairly low down the list where the technician is only required to scan 4 fingers and confirm they match what is already in the system.
