There are times when they do ask the USC to come into the consulate. I know someone who that happened to.. It's not the norm, though.

I have seen other people mentioning domicile, which I find confusing. The reason why I find it to be confusing is how in certain states it is not easy to remove domicile completely. Certain states think that you're still a resident and domiciled as long as you are registered to vote there, have a banking account in the state, receive mail there, attend family functions there, and so forth. If you are considered domiciled for tax purposes, why would you not be for a visa for your fiancé or spouse?

Domicile depends on the state. For PA, for instance, you maintain domicile there if you show proof that you are intending on moving back to the state and that the other place you are currently living (foreign country included) will not be your permanent home. For reference:
This is only Pennsylvania and I am sure other states handle domicile differently.

You should reach out to the consulate and ask them. Please do not assume that all of the systems that USCIS has match with what the Department of State has. It is a good idea to change your address with USCIS, but you also need to check with the Department of State.
