My letter said my case was approved July 22, 2015 is this my priority date

My father has filed for me as a Permanent Resident, I live in Jamaica that means I am in the F2b category.
I got Case approval July 22, 2015 that my case was approved. Thing is I have nothing more. I've emailed NVC but they say they have reached their quota no more issuing now. The wait is killing me and I want to get married!
Can someone please help me...what is happening here. How much longer
