    I am the usa petitioner I have a dismissal of domestic violence from 13 years ago. I know that I have to submit certified copies of my criminal report and disposition. My question is should I submit a letter of explanation or should I see can I get the criminal  history report of the victim? The reason I am asking prior  to the incidence my ex boyfriend was charge with simple battery for punching me in the face and he was charged with aggravated stalking after a no contact order.
