sorry, you are not being clear enough.

If you already received NOA2 then is already approved, and you are now at NVC stage. It will take 3/4 weeks after USCIS  send your file to receive a case number. In theory, it shouldn't take more than 3 months for you to get case complete and being able to schedule the interview. But it will depend on how fast you gather all the documentation.

You received an RFE? if it was for a document that you already sent, and they are requesting again, is very common, just send what they are requesting as soon as you can.

1. June is 6 months ago, your I-130 should be almost approved. Call USCIS  and ask about it. 

2. Why you are waiting for I-130 to be approved start going through this forum and learn the next steps, there is a lot of resources here to learn from.
