There is a link for guides here at the top of every page in the blue bar

https://www.visajourney.com/guides/  scroll down to Parents of US Citizens.

Also look at the checklist at the end of the I-130 instructions.

to file for my father it mentions that I need to submit a copy of my parents’ civil marriage certificate. Since they are divorced, what should I submit instead?

This ^^^^^. If it was after your 18th birthday, then you can only petition for your mother and father and then your father would have to petition for your stepmother.

    Good Luck!

          (2)     Petitions for More than Two Parents     .

There is no limitation on the number of parents for whom a single petitioner may file visa petitions. For example, if the (alien) natural parents of the petitioner divorced and both remarried other aliens prior to the petitioner’s 18     th    birthday, the petitioner could file petitions for his natural mother, his natural father, his stepmother and his stepfather.

Thanks for the reply! Yes, he was remarried prior to my 18th birthday. That being said, I'm not planning on applying for my step mom at this point. Would the process be any different if he was remarried after my 18th birthday?

    Thanks again!
