Can I renew my passport while waiting for NVC or before medical?

March 7,2017 we got our NoA1, but until now we still waiting for our NOA2, is this normal or something is wrong?

Actually I got my noa2 last july 19, and now im waiting for the case number
My passport will be expire in february 20 2018. What if i got my case number can I go for medical? Cause my passport renewal appointment is in august 24.
