Tourist visa first , Then k-1 Fiance visa after she visits

I have a woman in Colombia that i met online 10 months ago and we have stayed in contact everryday since we met. i would like to bring her here on a tourist visa first because we have never met in person yet just on webcam so i cant file for a fiance yet because you have to meet in person first, I really don't want to have to go to Colombia to meet her in person because i wouldn't beable to stay long because of my job.If she came her for 6 months we would really know after that if we wanted to go ahead and file for a fiance visa or not She already got denied for a tourist visa last December 2016 they didn't even give her a chance and i new they wouldn't because she wasn't prepared enough to convince them she would return to Colombia. would it be better to get legal help here in the united states or get it in Bogota Colombia ? and the other problem i know we will face is i'm 56 and she is 24 which isn't a big deal in Colombia but here its a red flag. so I'm kind of in a dilema on which way to go at this point. i can pass everything as far as being able to support her while she is here , I have already been supporting her since august of 2016 and it's getting real frustrating if i'm never going to be able to get her to the us just to visit first. I'm all Ears if anybody has some helpful advice. Thank You
