I found out the hard way as well, once you get that error it takes about 1 week for it to reset back so you can attempt to pay again, make sure to use Internet explorer, be sure it's not Windows 10's edge browser, it has to be internet explorer.

I feel like Nebraska is still processing August and transferring the September fillers to other service centers and after august processing they will just jump on to October in Nebraska, what you guys think?
