Hi,
I received an RFE (Pink Letter) stating to add the recent complete Federal Income Tax Return submitted to the IRS. I will send back the pink letter, the 1040 tax return, and a cover letter? Is the cover letter needed?

This is regarding the K-1 visa for the Philippines. I have my MNL number. Does my fiancee need to fill out the DS-160 or DS-260? The only reason I ask is...
In the email to her, it says:
FROM APPLICANT(S)
- DS-160 form for ***. Completed new DS-160 application form(s) to be filled-out online at ceac.state.gov/iv/
Please remember to bring with you:
- Bring a confirmation page from your DS-260 online application for each visa applicant.
