I seriously need your advice

Me and my American wife have been living in Egypt for the last 5 years and have a kid , we had an interview for a IR1 visa last April , they asked for proof of domicile , my wife went back to the US on October , she made a new bank account , car insurance and registration , proof of address.

We sent back the documents to the embassy , the question ; should she come back and wait with me or it's better to wait in the US until the visa is issued , we also have adminstrative process issue.

i tried so hard to change the address after 

Case Was Received note

it doesn't allow me cause , in one of the answers to approve changing address i have to put my old address's state and there is no option allowing outside the US (where im applying from) the US !

should i wait or choose any state as my old state address ?!
