She was never stop or questioned by CBP. She doesn't have any family in the U.S.

Recently my girlfriend apply for a visitor visa and she got denied, however before applying she had traveled on her police record before. so my question is because she got denied does that mean she can't travel on her police record anymore, or can she still continue traveling on her police record?

Recently my friend was denied her B1 visitors visa, it was explain that she didn't had strong ties to the country. Here in the Bahamas citizens are allowed to travel to America using their passport and police record if they didn't had a visa, which she had done before. My question is because she got denied for the visitors visa does that means she can't travel on her passport and police record anymore either.
