I am still not received NOA2 , my PD is september 2013 and my Category is F3 , what should I do .

That is Final Action Date , you can find the date down side of page , it is not changed , already Dec 05.

I would like to ask you that why Vermont office so slow than others. 

My priority date september 2013. They processed september 2012 and show same date on their list for over six months.

When I check other offices dates , it all processed about 2016 .

Why processing time changes from a service center to other ?

And why it is not moving forward because we see september 2016 list on the processing times page. https://egov.uscis.gov/cris/processTimesDisplayInit.do

I would like to ask you that we know there is about 6 years difference between F1 and F3 category. Then why nobody choose get divorced way to get early green card.

So maybe I cant see the truth , why ?
