My wife has got the Temporary Form I-551 on her passport, my question is can she visit the U.S. for the first time so that that actual Greencard will be mailed at some point and them come back in a week and go back to the U.S. say after a month or so ?

Or can you not leave when you enter the U.S. for the first time on the Temporary Form I-551 until you get the final Greencard card ?

That letter provides some good insight, unfortunately I have already got everything mailed due to the time sensitivity. Hopefully it will help someone else who requires this information.
