You can try to apply for a visa again but have to file a waiver with it. You should let some time pass before you do so though.
It also depends on how much time has passed since the arrest. Did you just get a citation?! I'm suprised CBP found out. Do you happen to be from Canada?! Because that would make sense then that CBP knew about your arrest...
