But once that credibility is damaged/tarnished or whatever, it is very very difficult to regain it.

Your friend could give it a try to apply for tourist visa and see how it goes.

Yes I understand his reputation is tarnished but I figure what he did is not as bad as someone who overstays

I'm not sure if this is the right section but here it goes. A friend of mine tried to return to the US and they found out he was working when he was not allowed to. So far a year has gone by since this happen is it possible for him to return to the US with a tourist visa?
