I need help on what to do next? sue them to make a decision?

My I-130 form was recived on April 1st 2016 at the lock-box in Chicago. Priority date is April 1st of 2016 in august 2016 I received request for evidence. I replied it. I than checked the online statues I found this as statues (On August 5, 2016, we received your response to our Request for Evidence for your Form I-130, Petition for Alien Relative, Receipt Number YSC1690038536. Our Potomac Service Center office will begin working on your case again. We will mail you a decision or notify you if we need something from you. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.) Since than nothing. I called them many time and they keep telling me to wait 30 days and 60 days. I even requested several case service on why its taking so long to make a decision or expedite my case. All they will tell me is that the case is being processed please wait 30 days to 60 days. To this day I am still waiting. I am waiting over a year for a decision. Anyone know why it would take them this long? The case at Potomac Service Center in Arlington , Virgina.

what kind of problems are we talking about?

My wife is delivering our first child at overseas and I have not reported this in the case, will this cause delays and problems if i reported now or should I wait until case is approved and than reported when the child is born? Help me with suggestions please?
