  1. I need to make a change of (foreign) address for a pending I-129F form, but I am not sure how to do it. Here is a little background.

On March 31, my I-129F was received and accepted in Dallas and subsequently sent to the California Service Center. Following my case status online, I received a message that form I-797 was sent and should be received by April 30, if not, call the service center 800 number. I did just that, and was assured not to worry, the case would be proceeding normally and wait for further update. I have since learned that mail delivery has been suspended to my area. I made an attempt to change my mailing address online, but was unable to do so because the online form requires a state and zip code. My fiancé and I both live in Vietnam. I made a few more calls to the 800 number, and both times, I was asked to hold while my call was being transferred to someone who could help me, but on both occasions, I heard a recording saying the call volume was too high for my call to be accepted. On June 8, my case status update informed me that the I-797 had been returned as undeliverable and that I need to request a reissue and change my address if applicable. If not done so within six months, the documents will be destroyed, and I will have to start from the beginning. Again, I called the 800 number, and again, I was asked to hold then heard the same recording and was promptly disconnected. Also, the USCIS website has a request for a reissue of a document, but it also requires both a state and zip code in the address for the form to send. I do have plenty of time to solve the problem, but, of course, I want to fix this as soon as possible. Obviously, the USCIS deals with many people who live outside of the US, and I am sure this is a common occurrence, so I am also sure that there is a simple answer. Any help or advice would be greatly appreciated.
