can you prove usps did not deliver the letter since just saying it will not cause your appeal to succeed. generally moving and having them place the wrong address on it is the only way to prove they messed up since mistakes on your part are not valid reasons to appeal.
 
how are you going to convince the immigration officer that you will not be a public charge in the future if you already are one?

I would do the cr1 to be sure because that is quite a gap and if you don't want to stress about it go with the cr1
