I have a quick question because we're also trying to submit Packet 3 to the Consulate in Montreal. Did you or your Canadian fiancé receive Packet 3 in the mail?
As of Friday, NVC states that the Consulate in Montreal received our application, and I found Packet 3 instructions online, so we completed DS-160 online, but I'm not sure if we should get started on the packet 3 checklist or wait until we receive it in the mail.
You can probably leave anything blank on Packet 3 that doesn't apply to you.
