I'm sorry for same topic but I really concern about it

My father is United States citizen. My birthday is January 12, 1995. When my father filed with the I-130 Form I was 20 (November 2, 2015), This date is also priority date.
I'm 21 now. My case in NVC now. I submitted all steps in NVC. I'm waiting for interview. My status is still IR-2.

I asked to NVC: 'Is CSPA eligible for me?' and they send me this e-mail:
''Dear Sir/Madam:
The NVC is currently processing this case under the guidelines of the Child Status Protection Act of 2000.''

I didn't understand anything. Is CSPA eligible for me? Will I go to USA as soon as possible?

Does approval notice given immediately after send the documents what they want?

what is this? Is this usual? I waited 5 months for my case. How much more waiting?
