The other odd thing I noticed was that there didn't seem to be any Packet 3/4 in our case. In fact, my fiancee didn't receive anything from the embassy at all prior to her interview. A few weeks after the case was sent from NVC, I contacted the embassy to check whether they were going to send Packet 3 to my fiancee. In response, they simply sent me the instructions for paying the visa fee, getting the medical done, and scheduling the interview online (including what documents to bring).
There was nothing for us to send to the embassy before the interview (the so-called Packet 3). I think this is related to the point I made at the start of this thread...maybe the process has changed and what used to be in Packet 3 is now taken to the interview (vs. sent back before scheduling the interview) and the final decisions are made after some "review period" (i.e., AP) rather than immediately/soon after the interview.
Whatever the case may be, the K1 flowchart on this site seems to be outdated. Calling on the VJ admins to look into it

I've seen cases for so-called high-fraud countries (though there's no official list) where the visa was issued the same day, and cases from so-called low-fraud countries that were placed on AP for months. So it's impossible to predict anything simply based on country. I am now well aware of all this, no need to kick a dead horse
My only point was that the wording on the flowchart can be misleading, and I don't want another naive soul to suffer as I did. Fair?
