Contact the embassy there. Ask if they have received it.
In Romania, they received it before the status was updated and they immediately notified my fiancee.
NVC customer service is also available by phone M-F during normal hours. You do have to call sometimes 10-15 times in a row to be placed on hold and not be told you have too long of a que to be put on hold.
In our case the status in NVC took less than 10 days.
Email is not the way to contact NVC. I sent an email in May, Visa was approved end of June, they recently got back to me last week saying NVC has processed the package and I now need to follow up with the embassy.
