My sister and her husband just got F4 immigration visa approved after 13 years of waiting. However, her son was not in the nvc website even though I did apply for him too initially. After my sister asked the question about her son at the interview, the consulate officer said her son should fill the ds-260 and submit the confirmation page (along with copy of passport and photos) then come to interview later. I logged into ceac.state.gov/iv, and saw his name is now added as "follow to join", but the IV Fee and IV Application category shows n/a and not available. Hence there's no way to access and fill the ds-260. Does anyone know what we should do? Many thanks.
