By the way u cannot get NBI clearance online, u should go to Philippine consulate for finger print and send it to Philippines.

You can start to process your birth certificate now and cenomar but you have to wait for the packet from US consulate here in HK for your NBI clearance and police clearance . It will take 45 days to get your packet from US consulate after you got approved from USCIS. You cannot process NBI from Philippine consulate and police clearance here in HK without the letter from US consulate..I just got approved last month..if you have any questions just PM me:)
