You don't really need a birth certificate. You will only need go to notary office and get your birth certified.
My father did it for me in Shanghai.

Hi Guys,
I had a Reckless Driving Speeding(Misdemeanor) in Virginia on Oct 2010 when I was driving 83 but the speeding limit is 65. I did hire a lawyer but it was still convicted a Misdemeanor.
The fine was only $90 and I paid it.
I got another speeding ticket on 2011 and it was just a minor speeding.
I got my GC after those on 2013 and there is no issue at all.
But yesterday I was pulled over by a COP again since I was driving 40mph on a 25mph street.
I am panning to apply citizenship on 2018 but now I am worrying a lot if those will cause any impact on my N400 application.
Please advise and thanks for all your information.

You can get both Chinese and English version. Basically you will need to pay the translation fee in the notary office and they will get that translated version notarized and attach both(translation copy and notarized translation copy) to your original Chinese version. That notarized paper book contains everything you will need for your Birth Certificate:)
