Yes my sister's certificate was late registered. She was registered two months after she was born. Is that a concern to them?

I need anyone's knowledge and opinion here as we are so desperate for answers. My mom (LPR) petitioned my youngest sister less than 21 years old under F2A category. She had an interview at Manila US Embassy about more than a week ago, but the consulate who interviewed her returned her passport and said that a DNA testing is required between my sister and my mom. We were stunned by this as we never heard this kind of thing because we made sure that we have all the documents on hand. But my mom and my sister had no problem complying of what is asked. What worries us is that my sister was turning 21 in 10 days from the time of her interview. We have made numerous calls to Manila embassy, but no answer of assurAnce if my sister will retain her F2a category. We know that with the DNA testing it is going to add more time, and my sister is turning 21 tomorrow. We are anxious for answers. Does anyone know if my sister will retain her f2a category after we have proven that my mom is her biological mother? Will she be issued a visa after this requirement is completed? Or will she be converted to f2b category automatically? Thank you for you kind response in advance!

That's what we are hoping for JDWright. I don't know why call service in immigrant unit in Manila cannot give me an answer. Are they suppose to know that? I sent an email as well with no avail.
