I might reconsider too. I had a lawyer who I spoke to about this ages ago who said you couldn't apply until ROC was approved. But I know that is not true as people on her have successfully done it. 

Besides,  it's necessary to have some form of current status, that unexpired. 

You can definitely apply for your citizenship before receiving Approval letter, but it will not be over looked, as eventually, it has to be approved before citizenship is granted. It just forces them to address the former before the later. 

At what time should anyone apply to have their passport stamped for another 1 year green card; in the interim of appling for citizenship?

Sorry you have to be going through this. Must be frustrating but try and keep as calm as you can.

Make sure you address all they are asking for, u don't want to be going through this and delaying your benefits more.

They never usually respond after biometric.

It's just a general statement and nothing to worry about. They are just informing you that they have updated your case. Expect to hear something soon.

It's normal after a RFE.

The transferring of cases is nothing to worry about. The work loads of some service centers are heavier, so transferred to where it has fewer cases.

Both cases will be processed, which ever comes through first, the other will become null and void.

But if you reported or canceled or do withdrawal of one, the other will continue to process. Good luck!!

It's the norm, once you get a RFE, the processing of EAD starts over, though once everything is ok, it will take less.

Along with what have been said, by others, you should, never marry for anything else other than love. I'm sure as much as you think this might be helpful, could definitely become a disaster for you both.

They need either the Green Card or a Work Authorization Card, to classify you as a resident or legal to work. This along with your social security card.

I guess we are all saying the same thing and not realizing it.

There's nothing wrong in having both cases in.....
