you can't file early, you need to have 30 months of physical presence before applying. the 90 days early filing applies only for the anniversary requirement, not the other requirements.

My concern is different.
I am 5 yrs & 10 months since greencard.
I was out frequently on trips less than 6 months hence my total presence in US will be 30 months as on 15 November 2015 (considering last 5 years i. e. from 16 Nov 2010 to 15 Nov 2015).
Hence I would like to know if I can file before 90 days meaning on or after 17 August 2015.
Also note, as on 17 August 2015, I meet continuous residence requirement but physical presence will be 913 days - 90 days = 823 days.

I will meet physical presence requirement on 15 November 2015 (will complete 30 months presence in last 5 years).
Can I do 3 months early filing (on or after 15 August 2015)?
I meet all other requirement.

N-400, Notice of continuance in November 2016 and no result till date

I submitted N-400 in May 2016.
Finger printing in June 2016.
Interview on November 3, 2016 (Baltimore office).
I passed the test but I was given Form N-652 stating "A decision cannot be made yet about my application".
Thereafter, I received Notice of Continuance on Nov 20, 2016 about their requirement of additional information such as "I did not abandon my residence in USA" because I had two trips out of USA that lasted more than 6 months but less than a year, of course, on re-entry permit during the five year period.
I submitted evidences on November 27, 2016.
Since then, I have not heard any thing though 7 months have passed since replying their query... . . .
I sent an online inquiry in April 2017 resulting in saying that my said application is under consideration.
I will appreciate if any one can guide me about the next step I should take and the approximate time period usually USCIS take to decide on such cases because waiting is very long.
