  1. IR-3 = adoption finalized in the child's home country

    IR-4 = adoption finalized in adoptive parent's home jurisdiction

    If the adoptive child comes from a country that is a Hague Adoption Convention signatory, the "R" will be replaced with an "H" for the visa type. However, the letter is the only difference in this regard. The above still applies.

    Thank you for answering. And do you know which visa type is faster and easier to be done? Getting the adoption finalized in the child's home country (IR-3) or in the US (IR-4)?

    My husband and I are planning to adopt a child from a foreign country. We have not started the adoption process yet. I have read on various websites that IR-3 and IR-4 visas are for internationally adopted children. Does anyone know how exactly are these two visa types different? Which one is faster and easier to get? Any personal experience?
