Other service centers also handle cases because there are those whose cases get transferred. If you check the spreadsheets or timelines you will also see other similar cases assigned to other centers. I think it is more of which country the recepient is from (just my observation) although I don’t really know how they distribute the cases.

For those still waiting- has anyone started putting together documents needed? I have an October 2016 PD and was wondering if I should start getting things together so things can move smoothly once the approval comes. 

Sorry, actually I just thought about your question and realized that the approvals may be for IR1/CR1 of the same service center. In essence, all immigrant petitions go into the same queue and those that reported approvals may be for those filed by citizens but within the same service center.

October 24, 2016 PD- still no news and have contacted my Senator and USCIS response is that there are no available visas. However, other VJ members are reporting NOA2 approvals filed on Feb. 2017. 😭
