it takes between 12-18 months .. depends on service center, visa availbility, ..for CR-1 or IR-1 visa ..your NOA 1 was nov 18th so lets assume april 18th will be your approval ( NOA 2 ) then sometimes there is NVC visa queue which could take another 2-4 months then affidavit invoice e-mail (aug 18th) 1-2 months to complete case in NVC and then transferred to islamabad embassy (if there is no checklist) (oct18th) and after transferred it should not tak more than 4 months to an interview (Jan 2016 or feb 2016) i am assuming that she should be in usa around in feb 2016 or march 2016.. not more than that is everything goes
smooth

DUIs and misd ( class C , B and A). they really do not care as a petitioner but as an applicant they do ..i am saying that becuase 1 of my friend has same situation
and without having a lawyer ,his siblings are here now so do not need to worry

you need a joint sponsor ..you husband did not work last year so NVC needs a cover letter with his name and status as on application(i-e petitioner) indicates that he did not work year 2013 his income was 0 ..you have to print the scanning cover of affidavit for that letter as well with all suporting documents (domicile only in case of no work) ,then you need i-864 joint sponsor with all supporting documents (w2,job letter ,domicile evidence,)..
