My father filed a I-140, Immigrant Petition for Alien Worker before the LIFE Act deadline of April 30,2001. However, due to an address change, he never received the Additional Notice letter. I don't know if his case was closed ( I assume it was, sice it was 13+ years ago).
Should we reopen the case?
Our original plan was to use the Petition as an exception for the 10 year ban of an I-130. Is that viable? What should be our next step?
