My husband and I just sent off our i-751 with the new form; we did indeed list my (I'm the US citizen) information in part 4 and I signed on part 8. Our check was just cashed, so I would assume we filled out the form correctly.
This form really is not done very well at all -- we filled out the form by hand so we could write 'N/A' or 'NONE' in spaces that otherwise wouldn't allow us to do so.

Thank you and your right construction of the words very poor I did complete part 4 and part 8 as the US citizen,so I thank you kindly for the insight, so far you were the only response that made common sense, thanks again and good luck

Yes. The one removing conditions is the one petitioning for the removal of those conditions. The US citizen is the spouse.
That question 8 really is a doozy since it is the conditional resident whose fingerprints and photos will be taken. What a headache!
