  1. Beware shipping via UPS to private party in the Philippines. I spent over $90 in shipping fees with UPS to ship a modest Christmas gift to my friend in Cebu City. The declared value of the item was only $5.00 (for a t-shirt and Christmas card). When the courier arrived, he presented my friend with a COD invoice for an additional $515 pesos for some mystery fees called "CDS" and "IPF" which were not explained to her or described clearly on the invoice. These COD charges were more than 2x the declared value of the contents of the package, and were very expensive for my friend, as she makes only about 200 pesos a day (so, the courier was basically asking her for two day's wages to release the package).

    If you think that by using UPS to ship to the Philippines you can get safe and reliable prepaid delivery please be warned, UPS uses local courier services in the Philippines that extort additional COD charges before they will deliver the package. Sending via UPS is not like sending a package prepaid to a destination in the US or Canada. Even though you pay UPS $100 in shipping fees in advance your addressee will pay also be asked to pay a high price to get the package on the other end.
