I'm throwing this out there as you stated you have a very short period of time that you fiancée will be in the Phil for you two to get married. These are the steps to take to get a wedding finished in 10 days.

Have your fiancée go to her local registrar and advise them of your intentions to send a blank marriage application to you here in the states and that you her fiancé will be getting endorsements from a Philippine Consulate in the USA. If the local registrar agrees, she obtains the application and fax or scans as a PDF file and sends to you.

You in turn have to appear in person at one of the Philippine Consulate office here in the States. See website http://www.philippineembassy-usa.org/index.php?page=consulate-finder-mainfor the nearest Consulate Office. Present the marriage application with just your information filled in on the document. The counselor will endorse the marriage application verifying that this is you who is applying. Bring two ID's, preferable your passport and a pictured driver's license. You as the applicant will need to present the affidavit, death certificate or divorce decree signifying that you are free to marry along with the application and id's. I would call ahead and make an appointment and explain what you are doing and verify my details as to what is required before attending the process in front of a Philippine Consular.

Once you have the endorsements then send to your fiancée by LBC, DHL or other currier to your fiancée in the Philippines. She receives the original document with all endorsements from you and takes the marriage application to her local registrar for filing. She will fill out her part of the application when she is in front of the registrar. Again, she should bring two government ID's with her to validate her identity. She will receive the license either on that day or the next day. Each local registrar is different and she should verify all necessary documents that are required by her local registrar.

If she is between the age of 18 to 21 she must have parental consent in writing, those age 21 to 25 must have written parental advice (a written indication that the parents are aware of the couple's intent to marry).

These are your first steps and you should begin the process about three weeks before your trip to PI.

About the parental advice I thought it's already provided by the local registrar because I saw somewhere it said bring your parents to sign parental advice, but maybe I could be wrong..but i will write parental advice just incase

Yes for Filippina. I Forgot an Id is required.Also parents consent if you are 18-21 year old, or parent advice if you are 21-25 year old.

You will also need. Certificate of Attendance in a pre-marital counseling and family planning seminar conducted by the Division of Maternal and Child Health at the Municipal/City Hall in the same municipality or city where the contracting parties applied for the marriage license. However that can be waive too. Manila did not make me and my wife attend the seminar. Also you will have to wait 10 days for marriage license to be issue

I know it say you need to get the marriage license at the local city registar ,where you resides. I have heard of people getting it in other Local city registar, then the one they reside in. Me and my wife got our marriage license in Manila then had our wedding in Bohol. of course my wife lives in Manila,but is from Bohol. It was very easy to get one in Manila. You will need the Certificate of Legal Capacity to Marry. Without that you can not get a marriage license to marry an American.

Also the American citizen will have to make appointment online thru the US manila embassy website for the Affidavit. It is very important he does that.He can not just go to the embassy and pick it up without an appointment

I'm hoping that they can waive that for us too..every person have their different rules so I do hope we talk to the correct one..my future husband told me already that he will not attend for counseling..American knows better. It's in BISAYA language anyway so he can't understand.

I know this is an older thread but I just wanted to let anyone know who planned on getting married in Davao City is fine. I was happily married January 17th 2012 and I can also include (LOL) a late response I got:

Please be informed that the City Government of Davao through the City Civil Registrar's Office still accepts the Affidavit in Lieu of the Legal Capacity to Marry secured from the US Embassy for Americans who intend to get married in Davao City. This requirement is embodied in the provisions of the New Family Code of the Philippines which cannot be suspended or otherwise removed by any local official. Hence, you may still submit the Affidavit In Lieu of the Certificate of Legal Capacity to support the application for marriage license in Davao City.

Please be guided accordingly.

Yep I found this one too. I wonder maybe they will accept it..i email the civil registrar in Davao city but no response at all.

You mention, immigration think your future husband does bad things. Have they actually said that or do you think that is the reason your tourist visa was denied. It is very hard, impossible for a single female in the Philippines to get a tourist visa. you have to show lots of proof, that you will return to the Philippines. you will need lots of family ties there, have lots of cash own your own house and business and a lot of times even that is not good enough

you and your future husband show just the opposite, that you have no reason to return back to the Philippines if you were allowed to visit the USA. That is why your tourist visa was denied

Yes I know I will be denied right then. Not enough proof are proven and we are just starting our relationship and i'm very young..but we still try.. Officer said he need to marry me..

The immigration in NAIA 3 make trouble to me every time I go out the Philippines to visit other country. sorry for being not specific.. thinking to apply tourist visa again and gather more ties but I need to solve this problem about the affidavit first before to proceed anything else.

I just don't understand why Davao city will not accept it .and don't know if I can get Marriage license in my province.. they may require the same thing or they may not. more problem is we are not in the Philippines yet will be back end of February and My future hubby can only stay 23-24 days in Davao and back to US. it's very important that we get married before he depart PH back to US coz immigration officer will always make trouble to me if I go out the country again. they thinks my Future hubby do bad things to me even though we have already proven our relationship for 3 years this year. it's bad enough for being denied for tourist visa..

Philippines citizen need NSO birth certificate and a CENOMAR and Maybe valid ID's?

Everybody here that have experience civil wedding in Davao city just recently with American citizen ? I did a lot of search here about Affidavit In Lieu of Certificate of Legal Capacity to Marry will be accepted in Davao city..I only found one that was back in 2012..I’m really worry about this.. US embassy can only provide an affidavit.. Any help Vj members... and what else do they require??

If your Husband want to stay for 35 days he or both of you can go to nearest Immigration office to extend it.. He fill up form and pay 1 month extension what ever the payment is.. and then after 30 days extension they may issue your Husband an USELESS card maybe cost around $50 or so or more if you want to extend again.. that's my husband did when he stay with me in Davao city.. But if you and your hubby want to have more free life not to worry about every two months go to immigration just to extend it.. try to visit other country just few weeks and back to PH they will give him 1 year visa for Free.. if he will stay more longer

many Congratulations!! What are all the requirements to go this process?? is this guarantee if you go this route? how much money do you spent from beginning till you finish the process? and so you receive your visa for just 6 months? did somebody help you to do the process?

I was denied last august 16,2012 in manila US embassy.. we flew all the way from Davao city to manila just to have interview and then denied ..pay 2 round trip ticket, hotel etc. then came to nothing..it's a headache.!! it's a big money making business..it's like playing card..you don't really know you will win or lost..

Hmmm. who do you think they are to decide who are you going to marry??it's not lawful.. how come there's a parent's that way.. forcing own children and then will end up to many problems.. then divorce..
