Pretty simple. She applies for Medicaid in South Carolina:

To apply for SSI, here is the place to do it:
We approached a non profit legal advisor, who claims that we need to get SSI. Otherwise, Medcaid will not be approved until we receive SSI.

Medicaid is likely to be a better bet, being 84 I would have thought it unlikely she worked in the US unless she delayed Citizenship a long time.
There are probably advantages to Medicare, I can think of one, but I can think of many more for Medicaid, make me wonder if anyone has done a comparison.
My mother is not eligible for Medicare. She is eligible for Medicaid only having no resources of her own. She came to US as legal immigrant 7 years ago.

You are in California, why is she not on Medi Cal?
No. She lives in South Carolina with my sister.

Hi,
My mother, aged 84, became US citizen today after having immigrated to US on family green card.
We need to apply for Supplemental Social Income (SSI) to enable her to get Medicaid.
What are the steps to follow ?

Hi,
We filed N400 for my mother (aged 83). Her biometrics appointment was done on Dec 22 ar Greer,SC. They had lot of difficulty to get her finger prints. They claimed it is common for older adults. They finished it and sent us home.
Now, when we checked USCIS site, they sent another notice for new biometrics for Jan 11th. Did anyone of come across a situation like this. What can be done to get the scans go smooth ?

Hi,
We filed N400 for my mother. It is most likely to be at Greer,SC.
https://egov.uscis.gov/processing-times/ shows it as 16.5 months. Does it really take 16 months for interviews.
Is it Covid backlog skewing the averages

Hi,
We are planning to take N-648 for medical certification for disability exception for Civics and English testing.
My mom came to USA on legal immigration upon my sponsorship about 6 years ago. She is having memory issues and unable to remember simple facts. She is regularly seen by her cardiologist for her cardiac issues (bypassed and stented twice).
Cardialogist is willing to sign the paprework needed for N-648 . But, she feels she needs to refer her to someother doctor for some tests. She feels her cardiac trauma and medications she takes may be contributing to it.
1. Who should ideally sign the paperwork - referring doctor or referred doctor. We are not sure if referred doctor will be willing to go through the pain of filling the form
2. My mom is not taking any treatment or diagnosis for her memory loss till now. Will it cause any red flags with USCIS officer about the timing of the tests now ?
3. For translation, can we use a family friend or do we need to hire medical translation services. Require translation for a south indian language. Will using a personal friend as translator raise any red flags.

Hi,
I am planning to hire an attorney to guide us for my mom's citizenship application which may require N-648 medical waiver.
What will be typical attorney costs for the process ?
Do the attorneys need to represent her during citizenship interview ?

I do not think your mother requires birth certificate for her Green Card as long as it is printed on her Green Card.

Hi,
My mother is dependent on my sister for food and shelter as my mother does not have any source of income. They are claiming her as dependent on their taxes.
How do we answer questions
7A. Have you ever not filed Federal, State or local taxes, since you became permanent resident : Yes or No
7B. If you answered Yes, did you consider yourself to be non-US resident : Yes or No
We are thinking of answering as follows :
7A : Yes (She did not file because she does not have reportable income)
7B : No (She never claimed as non-US resident on US taxes)
Will there be any place in the online application to explain ?
Are we correct ?

Hi,
We are trying to beat Nov 30th deadline to use older Civics exam for my mom.
Since she is not comfortable with English for all the questions, we are filling the application for her and getting the responses after translating in our native language.
Is this allowed under online submission or do we have to go by paper form ?
If online form is allowed and we submit the form by the end of day tomorrow online with payment etc, do we get 11/25 or 11/30 as submission date and get to be eligible older Civics test.

Thanks.
May I ask 2 more questions .
1. Regarding Part 10, question 4-8,
My mother is a widow and not married again. Do we answer questions with regards to current spouse.
2. Does the interviewer ask any questions from the N400 in the interview that my mother needs to prepare for, particularly Part 12 (Yes/No answers) ?
Do you recommend to prepare her with filled N400 form.

Hi,
I am helping fill N-400 for my mother. She has basic understanding of English. But, she is not that comfortable in filling 20 page form in English, that too online.
If I check Part 13 1 Section B on N-400
The interpreter named in Part 14, read to me every question and instruction on this application and
my answer to every question in XXXXXX, a language in which I am fluent, and I understand everything. Will this hurt her chances of application as we are admitting she is not fluent in English

Hi,
I sponsored my mother's green card. She entered US on Nov 3rd, 2015. So, far, we did not receive the physical card.
When we called USCIS, we were given an IOExxxxxx number on March 24th. When we do the case status, it says Texas service center has been processing it since Dec 4th 2015.
When we do case status, we get the following message that card is being produced ....
============
On December 4, 2015, we began producing your new card for your Form OS155A, Immigrant Visa and Alien Registration, Receipt Number IOExxxxxxxxxxxxx. We will mail your card to the address you gave us. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.
============
Mail to Texas Service center yielded this response today.
=================
Thank you for contacting the Texas Service Center National Customer Service Center (NCSC) Follow-Up e-mail account.
You or your representative contacted USCIS to notify us that you have not received your Permanent Resident Card (PRC). Below is a summary of what we found and how the issue has been or may be resolved.
A search of USCIS records indicates your USCIS Immigrant Fee has been received. Your OS155A, Immigrant Visa and Alien Registration was accepted and is being processed at our intake processing center. Please allow 90 days for the delivery of your Permanent Resident Card. If you do not receive your Permanent Resident Card within the time frame indicated, please contact customer service at 1-800-375-5283.
The address you provided at the time of this inquiry matches the address we have on record.
I sincerely apologize for the delay and any inconveniences it has caused. Thank you for your patience.
=================
My questions are :
1. When can we expect the physical card from USCIS ?
2. What option can we choose on 1-800-375-5283 to reach a human operator to get clarification on the case [if we choose 2->1, we get the read back of case status only]
3. Is there any process to expedite it ?
4. Is she allowed to travel outside US and reenter with the stamp on passport (as close as Canada side of Niagara falls)
Thanks,

Is your mother over 65? Thats the reason probably you are getting conflicting answers.
Yes. She is 78 years old.
-
Is she receiving NY state funded Medicaid ? I dont think she is getting federal medicaid. As far as I know, NY does not enforce sponsor deeming which means NY does not come after the sponsor for expenses incurred due to state funded Medicaid.
Every state has its own rules. Your mother probably may not get state funded Medicaid in SC as they may be strictly enforcing the 5 year rule.
The only benefit I see filing her taxes with 0 income is that she may get subsidized healthcare from Obamacare marketplace. Which means you or your sister needs to pay for her monthly premiums as she has 0 income.
Thanks for your response. Your response gave me some direction. Even South Carolina Authorities are giving conflicting answers - that she will be eligible to not eligible. I will do more checking around. My feeling is we have to buy ObamaCare. I do not mind paying premiums.

Hi,
I sponsored my mother for GC. She is in USA since Nov 2015. She is living in NY with my sister. My mother is in NY state's medicaid system. We are providing her food, shelter and other facilities. Neither my sister or me claim her as our dependent in taxes. My sister is planning to move to South Carolina for a job. My mother will be moving with them.
The following is the link for Public Charge exclusion for Medicaid.
https://www.uscis.gov/news/fact-sheets/public-charge-fact-sheet
My questions :
1. We put her income as 0 as she does not have any income. She was given Medicaid. Can New York / Fed claw back Medicaid payments because I sponsored my Green card some time in the future ?
2. Does South Carolina count my mother's income as 0 or they bundle my assets/income for her eligibility ? Can South Carolina /Fed claw back Medicaid payments because I sponsored my Green card some time in the future ?
3. Is there any benefit of filing her taxes with 0 income ?

Hi,
My mother got her GC through me. She entered US on Nov 3rd 2015. I paid her GC fees on August 24th, 2015. We did not receive the GC so far.
My questions are :
1. How to check the status of Green Card production on-line ? [i paid fees online and now I seem to have lost track of how to check the status]
2. When I called USCIS National CS line : 1-800-375-5283, I am literally lost on which option to choose to reach right agent for my question ? [i chose a random selection after lost through selection maze. The representative tells me that I can not follow up on my GC card production. That she has to call USCIS. Is it true.]
Thanks,

Hi,
My mother got her GC through me and entered US in November 1st week.
She is currently in New York state.
She is on NY state Medicaid.
We are not planning to claim her as dependent on our tax forms even though we pay for her 100% of living expenses.
My question is : Should she file Federal and State income taxes - even though she has $0 earned/unearned income ?
Thanks,

Hi,
I sponsored my mother with my California address. Due to her health, we decided she stay with my sister in New York.
My mother arrived at Newark and staying with my sister. There was no formal interview at all at the POE.
Do we need to file AR-11 for her - even though my sister's address is her first address in USA. (All immigration paperwork has my California address as her intented place to stay).
My only concern is not to confuse the delivery of green card plastic card.

Hi,
My mother entered US on GC (IR5) on Nov 3rd. I paid the GC fees ($165) 3 months ago. How do we track the GC production and its deivery.
https://egov.uscis.gov/casestatus/logon.dodoes not recognize the NVC Case number as receipt number. What number do we provide as receipt number to check the status ?
Thanks

Hi,
I filed for my mother's GC and was approved 3 months ago. In all the documentation before and during interview, we gave my address in California as place of residence. Unfortunately, she underwent bypass surgery right after the interview and recovered well. We are now planning to let her stay with my sister (GC Holder) in upstate New York as she is a stay-at-home home maker.
With that in mind, me and my mother are planning to fly to New Jersey and let her settle at my sister's house for at least 9 months.
1. Will this cause any issues with immigration as our original application mentioned my CA addess ?
2. Can we fill my sister's NY address as her address in the custom's form and during port-of-entry as she is planning to stay for atleast 9 months ?
3. What can we expect at the port of entry with immigration officers ?
4. Will her limited English, will it cause any issues for the interview ?

You should avoid relatives as translator. Choose any friend as translator. If USCIS is not happy with the choice, they have to provide one on the day of the interview.
