An annual income of $17,000 is insufficient to qualify as a joint sponsor (joint sponsor is the proper term when referring to an I-864, not cosponsor). Unless your wife's grandmother has assets that can be added to the I-864 to cross the threshold, your wife will have to find someone else who is willing to act as a joint sponsor.
