I strongly suggest you follow along on the Philippines threads for this subject matter. Country specific information you should follow. My opinion is to get over to the PI for the meet and greet if only for a week or less.

Your paperwork is being sent to the US Embassy in Manila, which also has the Consular Section in the Embassy. There are no Consulates in the Philippines, except for Manila.
The Consular Section of the United States Embassy in Manila processes applications for both nonimmigrant and immigrant visas to the U.S.

Can anyone advise if paperwork (I-129F) is transferred does the clock start over for average processing time. In my case, I was initially at the TCS and was transferred to VCS. Other than notification of the transfer, I have not heard anything since last May.

I never thought all this response would happen. Yes, I do have the Form I-797C, Notice of Action, dated April 14, 2014 and the Notice Type is Transfer Notice and below list the Vermont Service Center. It does not say why it was transferred. So since the original receipt date is February 6, 2014, should I just wait for another month before I inquire?

Can anyone tell me if the processing time starts over if they transfer the paperwork from the Texas service center to the Vermont location?

What do you mean the french embassy??? I hope you mean the American Embassy in Paris, as I use to work there. The french embassy has nothing to do with this....
