I recommend you try filing the DCF. Thai law has nothing to do with whether the USCIS will accept your application. If you can establish your residence there then you should be able to do DCF. We just successfully finished our DCF in China and it only took 1 month from start to finish. If you do DCF use your thai address on your g-325a. Good luck!

We recently filed DCF in Guangzhou. The first thing I want to say is how excellent the USCIS has been in Guangzhou. They were extremely helpful on the phone and absolutely a pleasure in person! It only took 7 days for the I-130 to be approved and the request for the DS-260 to come through. When we filed the I-130, I was told it would take 2 to 3 months for the I-130 to be adjudicated. We had a wonderful agent who was extremely helpful. I asked her if it would really take that long and she said that it would likely be much quicker but that the estimates given were standard. I would expect your case to go much much quicker than what you were told. One thing you will want to be careful of is the China Police Clearance for your husband. If he hasn't been here for 6 months then he doesn't need one, which is very good. It can be extremely difficult to get for a foreigner with a residence permit and near impossible if he is only on a visitor visa. Make sure he has a police clearance for every country he has lived in for 6 months or more. This can be the most problematic item on the IV list. As fast as things are moving for DCF in China right now, you might want to get on that immediately.

Heres my time line. Background of application my wife is a US citizen, I am a British citizen. Both have been working in Shanghai for a number of years so we qualified to do DCF in China as we were advised this would be quicker than filing in the UK or the US.
DCF at Beijing Embasy - March 13th
Priority Date - March 28th
Approval of relative Immigrant visa petition - April 1st
Notice to submit DS-260 / Copy of ID pages / Photos - April 15th
Scheduling of appointment e-mail - April 29th
Medical - May 16th
Interview - May 27th
Submitted supplemental documents and passport for visa processing - May 29th
Last CEAC tracking update status 'administrative processing' - June 5th
Hourly refreshing of CEAC site waiting for status to change to 'issued' - Every day!

You need to file your 2015 tax return, and since you were married in 2015 get her a Tax ID number and make sure she is listed on the return as your spouse. Even if you only made $2000, you are still legally required to file a tax return annually and the $2000 thing is why they want you to prove you are still employed and can support your wife - even with a joint sponsor. The credit card receipts are to establish you actually purchased the itineraries you claim show you traveled to and from Vietnam. Just be honest about the family situation. If she has no family in the US, no big deal, just submit something in writing explaining the situation. They are making you jump through hoops because, contrary to you might think, this is not a clear cut case - especially if you don't have children. Give them what they ask for, continue to be polite and respectful, and eventually your wife will get her green card.
